Joel Harris


Joel is an Environmental Engineer and founder of Resource Innovations. Joel brings over 20 years experience developing environmental and infrastructure projects for multinational companies, state and local government across the waste, mining and oil and gas sectors.

In prior roles, Joel worked as a senior consultant with the Queensland Treasury Corporation, Local Government Infrastructure Services, and also as a risk consultant with Marsh Risk Consulting, delivering feasibility assessments and business cases for waste, water and sewerage infrastructure.

Joel currently works with clients to deliver financial insight for waste asset management, renewables and street lighting. Joel has in-depth experience in procurement and moving projects from inception to delivery.

Gary Kelly


Gary is a Chartered Financial Analyst and Chartered Accountant with over 20 years industry experience. Gary specialises in analysing, managing and marketing a wide range of investment vehicles. He has extensive experience in financial modelling, corporate finance, business case development and financial accounting.

Gary has significant experience within the renewable asset space, having worked on the first local-government-owned utility scale solar farm, from inception to construction.

He also has experience with electricity demand management strategies, street lighting, alternative electricity retailing option modelling, along with developing renewable asset ownership and management structures.

Within the waste management and resource recovery area, Gary has been involved in the creation and development of waste collection pricing models, the strategic and commercial evaluation of alternative waste strategies, and detailed modelling of the forward impact of carbon and CFI-related legislation on landfill operations. He has also undertaken modelling and optimisation of different operational and pricing waste strategies, and evaluated waste contracts.

Andrea Taft

Director, Principal Engineer

Andrea Taft is a Chartered Environmental Engineer with over 18 years’ experience in waste management and landfill design. Throughout Andrea’s career she has been involved in the successful delivery of waste infrastructure projects.

Andrea has a broad knowledge base of waste management, and in particular landfill design and management. She has led small and large teams to deliver projects, and understands the importance of communication and maintaining relationships for the delivery of a successful project.

Andrea has prepared concept and detailed designs for new landfills, landfill extensions and closures, and disposal facilities for mine wastes. This work has included the preparation of feasibility assessments, planning documents, development applications, site management plans, construction contracts and management of the tender process.

Her experience includes landfill construction supervision and has been responsible for construction quality assurance of geosynthetic, composite and clay lining and capping systems for landfill extensions and installation of landfill gas and leachate extraction systems.

Andrea is also experienced in waste characterisation studies, waste management plans and strategies, co-ordination and compilation of environmental monitoring reports and drafting of environmental management systems. Andrea has worked extensively with clients and regulatory bodies, including significant periods working at client facilities.

David Taft

Principal Geoscientist

David has worked as a geoscience professional for over 15 years in both the consulting and mining sectors. He has expanded into waste management and waste project management.

David has undertaken investigations of hydrogeological and hydrological systems both conceptually and numerically to provide practical and pragmatic input into concept and detailed designs for new landfills, landfill extensions and closures.

His extensive experience planning and conducting field programs including groundwater sampling, installation of groundwater monitoring bores, vibrating wire piezometers and production bores, and permeability and bore performance testing. Along with experience in the installation and day to day running of leachate and landfill gas well extraction system facilities, David brings a rigorous safety mindset developed during his years working in the mining industry to the installation and management of these facilities and all field-based activities.

Daniel Bower

Senior Consultant

Daniel has over 10 years of experience working across the whole of lifecycle for projects and programs across infrastructure.

His experiences working in construction, engineering design and consulting for government and private clients includes public transport (rail and buses), roads, water and sewer utilities, and solid waste sectors.

Having held roles in project conception and optioneering, detailed design and development, contract and commercial development, procurement, construction management, and asset management, Daniel has a solid understanding of what achieves project and program success over its lifecycle, and how this contributes to business outcomes.


Bret Collins


Bret Collins has had more than 35 years' experience in the waste industry in Australia and New Zealand. He worked with all levels of government and the business community. During this time he has had senior roles managing collection services and post collection systems.

He has worked in waste minimisation, recycling processes, land remediation and the potential use of Energy from Waste systems. Bret has maintained long term client relationships in a broad range of industries and all levels of government in Australia.

Bret's skills have been utilised to improve infrastructure management, procurement, subcontractor management and business performance.

Before Resource Innovations, Bret gained extensive practical experience working with Remondis, Thiess Services, Waste Management International and BFI. Bret has presented to several conferences including Lawmac, AEIN and on behalf of the WRIQ. He has been involved in the waste industry groups as both a Board member and Treasurer.


Talia Guest

Principal Flood & Drainage Engineer

Talia is a hydrologic and hydraulic engineer with twenty years' demonstrated experience in leadership of complex and high-profile flood and stormwater studies as well as the provision of technical expertise to major infrastructure and strategic design projects. Talia's experience across a range of transport infrastructure studies, local council flood studies, development assessments and drainage investigations has led to the development of her exceptionally well-rounded skillset.

Talia’s expertise has been successfully applied to projects ranging from linear drainage design for small developments to flood modelling of complex floodplains for infrastructure assessments. Talia has experience across all areas of Australia, in particular QLD and VIC.

Talia has worked with a range of client organisations, including local and state government; delivery authorities; and private industry, including construction. She has delivered projects across the full suite of project delivery phases, from pre-feasibility to construction support. Talia’s technical expertise and delivery focus has led to development of strong, long-term relationships in all sectors.

Prior to joining Resource Innovations, Talia was a Principal Water Engineer whilst also leading a team of Transport, Land and Water professionals in Western Australia.
